Utica Public Library Phased Reopening Plan 

Each numbered phase will include the services in the prior phase unless otherwise indicated. Rules for Entry are outlined within information about the current phase. The Library reserves the right to return to a prior phase in the event of changes in community health or internal staffing conditions. Updates to each phase will be communicated on The Library’s website and social media.

Phase 1 – Started June 15th - Limited Curbside Pickup by Appointment – Building Closed to the Public

Staffing Model:

  • Supervisory Staff in Building Only; All Other Staff Work From Home

Internal Services Ongoing: 

  • Business Office, Payroll, IT Support, Facilities Maintenance, Mail Services, Preparation of physical space for social distancing protocols – staff and public areas

Public Services Ongoing:

  • Telephone and Online Reference and Information Queries Answered
  • Virtual Programs, Social Media Blasts
  • Curbside Pickup of Library Materials from 10-2 or until last scheduled before 4pm via phone, online, or website

Public Services Unavailable:

  • Access to Book Stacks
  • In-Person Programs
  • Interlibrary Loan within Mid York Library System and outside the system
  • Community Outreach Visits
  • Public Restrooms
  • Meeting Room Use
  • Volunteer Opportunities Suspended

Additional Items:

  • Updates to Services posted at building entrances, on library website, social media accounts, and voicemail on library phone extensions
  • Board Meetings held virtually and on-site with public access to attend granted by contacting Library Director; Meeting date and time posted online and in print with Utica Observer-Dispatch

Cleaning

  • All Staff Bathrooms Cleaned Daily Before Staff Report
  • All Staff Clean Bathroom Surfaces after use with approved cleaning wipes – Staff Bathroom Assignments Communicated
  • High-Touch Areas in Staff Break Room, Shared Workspaces are to be cleaned at shift change and routinely throughout the day
  • PPE and Approved COVID-19 Cleaning Products in all staff areas and office

Phase 2 – Started June 29th - Limited Curbside Pickup and Additional Public Services (Faxing, Photocopying, Scanning) by Appointment - Building Closed to the Public

Staffing Model:

  • Supervisory Staff in Building (with work from home days as necessary); A&B Alternating Weeks Youth Services and Adult Reference Staff  begin reporting to work and work from home when not in building; ; Daily Online Health Screening of All Employees Begins

Internal Services Ongoing: 

  • Business Office, Payroll, IT Support, Facilities Maintenance, Mail Services, Purchasing, Collection Management, Further preparation of physical space for social distancing protocols continues

Staffing Model:

  • Supervisory Staff in Building (with work from home days as necessary); A&B Alternating Weeks Youth Services and Adult Reference Staff report to work and work from home when not in building; Daily Online Health Screening of all employees continues

Internal Services Ongoing: 

  • Business Office, Payroll, IT Support, Facilities Maintenance, Mail Services, Purchasing, Collection Management, Preparation of physical space for social distancing protocols complete

Public Services Ongoing:

  • Telephone and Online Reference and Information Questions Answered
  • Virtual Programs, Social Media Blasts
  • Curbside Pickup of Library Materials from 10-2 or until last scheduled before 4pm via phone, online, or website
  • Faxing, Photocopying, Scanning for Patrons and Notary Service when notary available introduced by appointment via phone or online
  • Entry Into Building by Appointment Only (phone, online, in-person)
  • All Visitors Must Have a Face Covering that fully covers their mouth and nose in order to enter The Library and it must be worn while in the building – NO EXCEPTIONS
  • Six adult computer and four youth computer appointments are available for 45 minute appointments only between 10am and 2pm
  • No more than six people are allowed into the Children’s Room at any time; no more than six people allowed in adult computer room*
  • ADA Family restroom in Children’s Room available for emergency use by children in room
  • All Visitors Must Enter via The Park Avenue Tunnel Entrance which is monitored by staff
  • All Visitors Must exit via the Genesee Street Entrance (unless there is an accessibility issue)
  • Limited outside services such as outdoor materials browsing, story times, and projects with local community partners are expected to start in this phase

Additional Items:

  • Updates to Services posted at building entrances, on library website, social media accounts, and voicemail on library phone extensions
  • Appropriate signage and distance markings will be deployed in and around the building; computers have been moved to provide at least six feet between workstations; shields at all public facing service points have been installed; No personal digital tools belonging to the public will be touched; staff are encouraged to use gloves when contacting any documents from the public and required to follow personal hygiene rules when not using gloves
  • Board Meetings held virtually with access to attend granted by contacting Library Director – meeting date and time posted online and in print with Utica Observer-Dispatch

Cleaning

  • High-Touch Areas in Staff Break Room, Shared Workspaces are to be cleaned at shift change and routinely throughout the day; All computers cleaned and allowed to sit for 15 minutes between use
  • PPE and Approved COVID-19 Cleaning Products in all staff areas and offices; Hand sanitizers stocked in public spaces

*Exact Head Counts cannot be presently determined, but are currently less than 50% of estimated maximum occupancy of twenty including staff

Phase 4 and Beyond – Date TBD  – Curbside Pickup and Additional Public Services (Faxing, Photocopying, Scanning) with Limited Public Entry and gradual reintroduction of the following Public Services in accordance with Oneida County, New York State Department of Health, and Centers for Disease Control Guidelines:

  • Interlibrary loan within Mid York Library System and outside the system
  • Community Outreach Visits
  • Public Restrooms
  • Meeting Room Use
  • Volunteer Opportunities
  • Restoration of Full Service Hours

The Library has an established safety plan, approved by its Board of Trustees, and has affirmed its implementation with New York State.  The plan includes additional cleaning protocols for public spaces and ensures all New York State Department of Health and Centers for Disease Control guidelines are being followed. The Board will continue to monitor developments in community health and internal operational capacity with The Library’s Director, Christopher Sagaas, and revise additional phases and/or shutdown plans as the situation warrants.
